Make the business economic development plan of the city; draft related local regulations, rules and normative documents; organize the drafting of the documents and comprehensive materials of overall importance; be responsible for the works related to the statistics, monitoring and analysis of the business operation of the city; set and evaluate the annual targets for the business economic works of the city; be responsible for the legality review of the normative documents and important policies of the office; be responsible for the business, economic and public promotion works; lead the surveys and researches of key topics; be responsible for administration according to laws and promotion of laws, and the administrative reviews and responses; and lead the drafting of the business history and annual book of the city.

Take part in the making of the policies and measures promoting the commercial and economic development of the city; coordinate the using and management of specific funds for various commercial developments; be responsible for the budgeting, financial management and accounting calculation of the office; establish and improve the online financing platform for foreign trade enterprises; coordinate the commercial works of the financial, tax, foreign management and fiscal departments; monitor and analyze the financial conditions of the key enterprises of the city; guide and coordinate the works of accounting institutes of the commercial system; and be responsible for the internal auditing of the subordinate units.

Review and approve the establishment and change of commercial trade enterprise for mortgage, auction, refined oil products, used motor vehicle evaluation, recycling of scraped cars and single-purpose commercial prepaid cards; issue permits for various import and export goods (technology) according to the authority, manage processing trades, review and approve international exhibitions in China, and be responsible for registering foreign trade qualification and international freight agency qualification; review and approve the establishment and change of the foreign investment enterprises and the income tax exemptions for the imported equipment and the technical import enterprises; be responsible for approving the operation qualifications in foreign contracting, foreign assistance and labor cooperation, and registering the approvals of various abroad investment enterprises and organization; and manage the joint commercial annual reporting according to the authorities.

Make and implement the plans and policies for the development of the commercial and trading circulation industry; promote the structure adjustment of the circulation industry and the standard establishment of the circulation field; develop large circulation enterprises and promote the development of middle and small-sized circulation enterprises; promote the development of modern circulation methods such as chain operation, franchise operation and logistics; support those time-honored brands; supervise special circulation industries such as auction, pawn, lease and secondhand goods circulation; be responsible for the management of traditional circulation industries; be responsible for energy saving and emission reduction in the commercial field; and promote the construction of commercial and trade logistic system.

Make policies and measures to promote market system construction and the development of rural and urban markets; research and propose policies and suggestions introducing funds both at home and abroad into market system construction; be responsible for the planning and arrangement of commodity markets, vegetable markets and commercial networks, and promote the construction of large commercial trade projects, circulated infrastructure projects, commodity commerce and characteristic streets; promote the rural market system construction and the updating of agricultural product markets, organize and implement rural chain operation, promote the connection between production and sales and between the farms and supermarkets, and establish modern circulation network system; guide the construction of staple commodity trading markets; and supervise and manage the automobile circulation industry according to the related regulations.

Draft and implement local regulations, rules and policies for market operation and adjustment; summarize, monitor and analyze the consumption market operation and commodity supply and demand, conduct early warning, information releasing and information guidance, and research and propose policies for market control; coordinate market supplies in major holidays; manage the commercial service industries (food, family services, accommodation, hairdressing, laundrying and photography), and make classification standard for restaurants and hotels; implement adjustment and storage management for important consumption product markets, and be responsible for the works related to the emergency management of life necessities market supply; coordinate the circulation and management works for liquor; make and implement the refined oil product distribution system development plan, and be responsible for the circulation market supervision and management of the oil circulation market of the city; organize large trading exhibitions, and be responsible for the management of the trading exhibition industry; and be responsible for domestic market expansion, and promote the construction of market information platform and marketing network.
